POSITION DESCRIPTION
TITLE: Human Resources Manager
GRADE: 3.00 (Full-time, year-round) Employment in this position is full time.
STATUS: Confidential, Exempt. Consults and advises Executive Director’s Senior Leadership Team, manages and coordinates human resources functions on behalf of the organization.
REPORTS TO: Assistant Director, or as assigned
GENERAL DUTIES: Manages the Human Resources functions, providing day-to-day HR support. This includes, but not limited to: Coordinating employee relations, Hiring, retention, termination, recordkeeping, legal compliance, compensation, benefits, and manpower planning strategies. Processes HR paperwork.
FUNCTIONS AND RESPONSIBILITIES*:
1. Meets and deals with the public in a professional, helpful and pleasant manner. Serves as a goodwill ambassador for MetroParks of Butler County at all times.
2. Provides consultative services for management to improve organizational capabilities and execution. Knowledge and application of labor laws will be necessary to alert management of upcoming changes in labor laws and/or regulations to ensure compliance and consistency of procedures and policies (i.e. ACA, ADA, etc.) including reporting requirements (i.e. minor labor laws, SERB, etc.).
3. Coordinates and researches Employee Insurance and other fringe benefits according to law and policy.
4. Performs/administers Human Resource functions associated with Collective Bargaining units, as assigned.
5. Develops, arranges, and/or delivers training programs for staff and management on various Human Resource related topics, including, but not limited to: Workers Comp, Overtime, FMLA, Discipline, Goal Setting, etc. as assigned.
6. Advertises and posts open positions; assists with applicant recruitment; collects, reviews, and distributes resumes and applications. Interviews candidates for employment as assigned.
7. Creates and/or updates job descriptions, job opportunities, job pay grades, and other associated documents.
8. Facilitates, guides, and provides direction for hiring, promoting, performance management, staffing models, and workplace safety and climate. Researches and recommends strategies to increase retention rates and foster employee job satisfaction and high morale. Participates in strategic workforce planning as requested.
9. Processes HR paperwork as required by policy and/or assignment, including unemployment claims, workers comp, and FMLA requests. Serves as primary liaison for human resources matters between MetroParks and other units of government and/or agencies thereof.
10. Plans, facilitates, and/or participates in new employee Orientation and job fairs and other recruitment efforts.
11. Researches employee related issues as necessary and/or as assigned.
12. Creates and/or disseminates postings and notices on employee bulletin boards. Inspects same to ensure compliance with regulation and policy.
13. Participates or leads compensation reviews and surveys as assigned.
14. Suggests and/or presents Employee Manual and other policy or procedure revision changes as requested. Alerts management of changes required pursuant to pending revisions in regulation.
15. Arranges for background and drug testing for new hires and current staff as directed by policy and/or immediate supervisor.
16. Communicates with prospective employees. Creates and routes letters offering employment to selected candidates pursuant to policy and/or approved procedures, as well as to appropriate administrative personnel.
17. Recommends and/or assists with employee disciplinary actions pursuant to policy, as assigned.
18. Operates MetroParks licensed vehicles assigned for use by supervisor and/or operates other vehicles on behalf of employer. Operates computers and common office equipment.
19. Performs or coordinates exit interviews with departing staff and collects data to identify trends that require attention to address retention concerns as assigned.
20. Develop and calculate retention, turnover, and other Human Resource related statistics.
21. Develop staff engagement initiatives which may include, but are not limited to, conducting and assessing annual employee surveys.
22. Maintains and/or supervises others assigned to create or update organizational charts using appropriate software.
23. Maintains “new hire” packets and workbooks and ensures that materials included are up to date, for all employees, including full-time, part-time and seasonal/intermittent. Ensures that all new hires file appropriate paperwork and receive a New Hire Workbook and associated material regarding approved procedures.
24. Utilizes various software, as required, including, but not limited to: Microsoft Excel, Microsoft Word, Microsoft Publisher, Microsoft PowerPoint, Adobe Writer/Professional, and MUNIS accounting reporting software.
25. Respects the confidentiality of sensitive issues, privileged or proprietary information, personnel matters and nonpublic records.
26. Follows Board policies in MetroParks Employee Guide and Safety Program Manual and in all other matters.
27. Performs other duties as assigned.
REQUIRED QUALIFICATIONS:
1. Bachelor’s degree, preferable in a Human Resources related field. At least two (2) years’ experience in a managerial role and at least four (4) years’ experience in a HR position.
2. Demonstrated strong knowledge of HR legislation and upcoming changes in labor law at time of hire and thereafter.
3. Demonstrated multi-tasking and organizational skills are required, along with the ability to work unsupervised, coordinate, prioritize, self-initiate and to manage administrative detail through the use of established high standards.
4. Working knowledge of and experience with personal computer software operations including, but not limited to e-mail, word processing, and use of common office equipment. Requires keyboarding skills of at least 30 wpm. Experience with Microsoft products a plus.
5. A valid driver’s license with an acceptable motor vehicle record, allowing insurability by MetroParks current vehicle insurance carrier, under existing coverage provisions, at the time of employment and thereafter are also required. Candidates for employment may not have more than 4 total points (or equivalent penalty) issued by a recognized licensing authority for driving-related violations on his/her driving record at the time of employment.
6. Excellent writing, basic mathematical competency and good communication skills with strong knowledge of proper grammar, punctuation and spelling are required. Strong organizational, analytical, communication and interpersonal skills.
7. Good moral character with no history of serious criminal activity (felony convictions).
PREFERRED ADDITIONAL QUALIFICATIONS
1. Minimum of two years Public Sector Human Resource experience.
2. Four years of Senior Level Human Resource experience.
3. SHRM (Society for Human Resource Management) certification.

Salary: Annual salary range: $52,000 to $78,000
Expected Starting Salary Range: $52,000 to $68,000 depending on qualifications and experience.
